American Facilitates Ukrainian Discussions in the UAE as White House Seeks for Settlement

Diplomatic talks involving US, Russian, and Kyiv representatives are underway in Abu Dhabi this Tuesday, representing the latest phase in efforts to broker a peace agreement to end the protracted conflict in Ukraine.

High-Level Participants and Initial Discussions

US Army Secretary Dan Driscoll allegedly met with a Russian group on the eve of the talks, with discussions extending into the following day.

“Discussions are progressing positively and we maintain hope. Secretary Driscoll is closely synchronised with the White House ... as these talks progress,” his spokesperson stated.

The Ukrainian military intelligence chief, Kyrylo Budanov, was anticipated to join in the meetings, though details were vague whether face-to-face engagement with Russian representatives would occur or if distinct bilateral sessions would be held.

Membership of the Moscow delegation was unconfirmed. “We cannot provide details. We are following the media reports,” a Kremlin spokesperson told official outlets.

Context and Updated Proposal

These meetings come after recent discussions in Switzerland where American and Kyiv representatives modified a draft American proposal for resolving the conflict.

Moscow has so far not approved the latest version of the proposal and is unlikely to accept many of the Ukrainian amendments.

Russia’s foreign minister, the Russian diplomat, stated that any revised agreement must embody the “spirit and letter” of what was agreed during earlier high-level talks between the two countries.

International Reactions and Concerns

EU officials are apparently finding it difficult to stay engaged in the negotiations as US officials assume control.

The Finnish leader, Alexander Stubb, who has emerged as a key mediator between the US and European officials, commented that the coming days would be crucial in efforts to secure a resolution.

He allegedly held discussions with the Ukrainian president and the alliance officials, stating that “Decisions about Ukraine’s future rest with its people, and European security is for Europe to decide.”

At the same time, the French leader, the French official, cautioned against a settlement that would represent a “capitulation” for the nation.

“Terms presented suggest what Russia could agree to. Does that mean that it is what must be accepted by the Ukrainians and the Europeans? The answer is no,” he stated.

Details of the Initial US Proposal

The US plan was originally made up of 28 points and was drawn from discussions between American and Moscow officials, with contributions from Kyiv security officials.

Key elements of the plan reportedly included:

  • Ukraine ceding areas presently occupied by Moscow
  • Further regions that might be required to be voluntarily surrendered
  • Limits on the size of the Ukrainian army
  • Amnesty for all sides in the war regarding war crimes

Recent Developments and Ongoing Difficulties

American official allegedly traveled to Kyiv to inform Zelenskyy on the proposal and demand rapid acceptance.

The demand, coupled with the disclosure of the proposal, reportedly took by surprise Ukrainian and European authorities.

Zelenskyy stated that the nation was facing one of the toughest periods in its history and was being forced to decide between “surrendering honor or sacrificing a vital partner.”

Later, Driscoll briefed Nato ambassadors on the proposal in Kyiv, with one participant describing it as “an extremely difficult session” and noting that European ambassadors were shocked by both the substance and manner of the presentation.

Washington later moderated its stance, indicating that the 28-point plan was an “opening point for discussion” rather than a final ultimatum.

Security Developments During Negotiations

As peace efforts proceed, Russian forces has maintained its nightly strikes on Ukraine’s cities.

Moscow’s forces reportedly launched numerous of missiles and many of drones at objectives in and around Kyiv, according to Ukrainian sources.

Zelenskyy stressed that the Kremlin must not feel it could prevail in the conflict while negotiations were ongoing.

“The priority is coordinated diplomatic movement among all partners, through shared endeavors. Pressure on Russia must deliver results,” he stated.

The capital’s mayor reported that multiple people had been fatally injured in the recent attack on the capital.
